SCT Logistics is one of Australia’s largest privately owned logistics companies, with rail freight operations spanning the country. From a base of 90 drivers across three depots, the business grew to approximately 150 drivers over seven depots running long-haul services crossing multiple states. This rate of growth exposed the limits of SCT’s existing approach to workforce management.
Relay running adds significant complexity to workforce management as four drivers share each relay in a rotating pattern of working and resting shifts. This requires precise coordination of crew van hours, barracks time, and EBA entitlements.

The SCT workforce was managed through Excel-based spreadsheet systems on a depot-by-depot basis. Multiple employees with access approval could edit the same spreadsheets, often simultaneously. This led to version conflicts, made changes difficult to trace, and introduced a data entry accuracy risk.
The significant manual rostering workload required two people managing it full time, with the SA roster alone consuming a full working day to update. Planning beyond two or three weeks was not reliably achievable under this system.
Each driver’s qualifications were listed beside their name on the spreadsheet, however verifying that a driver held the qualification for a particular route required manual scrolling through 150 records. Potential data mismatches could reach the point of shift allocation before issues were identified and addressed.
Payroll preparation was equally labour-intensive. Drivers submitted timesheets in varied formats – some written by hand, some photographed, some typed – to a shared email inbox. A payroll team member then decoded each submission, entered the data into a separate spreadsheet, and calculated wages from that source.
If the roster spreadsheet was not current when timesheets arrived, the timesheet data was assumed correct. This arrangement created exposure to potential overpayments and underpayments, with the latter typically reported by drivers and the former often going unnoticed.
Relay running compounded the payroll challenge further. Four drivers sharing the same relay could submit mismatched timesheets, requiring a manual reconciliation process that introduced calculation errors across crew van hours, barracks time, and EBA entitlements.
Drivers relied on nightly spreadsheet uploads and communication through individual calls or texts when changes occurred. Any update after the nightly upload required a separate round of contact, with Depot Managers sometimes reaching drivers independently of the rostering team. This resulted in duplicated effort and inconsistent information.

SCT Logistics chose Zelra’s Workforce Management (WFM) software to bring rostering, fatigue management, compliance, and payroll preparation within a single connected platform.
Zelra’s implementation team engaged with SCT’s super users to configure the system around SCT’s EBA rules, qualification structures, relay running patterns, and depot configuration. A Zelra solution expert was on site to establish system parameters and deliver structured training before transitioning SCT to self-managed operations.
Driver onboarding used in-person demonstrations, process updates on SCT’s existing platform, and driver champions to support adoption across a workforce that skews older. More than 90 per cent of drivers now actively use the self-service app.

The Zelra system supports the planning and publication of rosters up to six weeks ahead – or further when needed – compared to the maximum three-week horizon that was achievable under the previous approach. Rule validation runs automatically before each roster is published, surfacing potential breaches for the rostering team to resolve before the roster goes live.
Qualification checking is integrated into the allocation process: when an overtime shift requires a driver with a specific route qualification, the system returns a list of eligible drivers in a single automated suggestion.
Fatigue scores are now visible in advance at the shift level, before a roster is published. Where a driver’s projected fatigue score will exceed threshold during an upcoming shift, the system flags the issue and enables the rostering team to adjust shift timing before any breach occurs. This removed the need for a separate fatigue checking system and allows scores to be calculated at every step of the rostering process, including based on the actual worked hours captured by the time and attendance functionality.
In a recent example, two drivers were identified as being close to exceeding their fatigue thresholds. This automated alert enabled the team to displace the relevant shifts by three hours, advise ARTC that a later train path was required, and notify the affected drivers in advance. The situation was resolved without disrupting operations and well in advance of a breach.
The Zelra software is integrated with SCT’s payroll system, providing a structured data feed rather than relying on manual timesheet reconciliation. Payroll processing is now completed by Tuesday each week, compared to Thursday under the old system, and the team member who had been fully occupied with timesheet processing was redeployed to other tasks.
Automated allowance calculations substantially reduce human error that can otherwise occur. Timesheets from drivers are still used for cross-checking, but these are no longer the primary input to payroll calculations.
Drivers can view rosters, check upcoming shifts, book leave, and access real-time updates through their new self-service app. This has saved time by reducing inbound calls to the rostering team while also improving drivers’ ability to plan ahead. This has been identified as a factor directly contributing to the improved uptake of overtime, because drivers can now see what is coming before they are asked to commit to additional shifts.

Zelra’s Workforce Management software has delivered measurable operational and compliance improvements across SCT’s seven-depot operation.
For a rail freight operator working within the ONRSR’s fatigue framework, the shift from retrospective to proactive fatigue management changes the compliance position materially. SCT now identifies and resolves fatigue risks before rosters are published, addressing potential breaches in planning rather than escalating them in operations. This has strengthened SCT’s engagement with infrastructure managers such as ARTC and reduced pressure on the rostering team and drivers when schedule adjustments are needed.
Qualification and EBA rule-checking compliance now runs as an automated check within the roster publication process. The risk of an unqualified driver being allocated to a route is addressed at the planning stage, not discovered at the point of shift. The time required to identify eligible drivers for a specific route has fallen from a manual scroll through 150 records to a single filtered result.
The operational cost of rostering has fallen substantially. The SA roster now takes a couple of hours rather than a full working day, and forward planning visibility has extended from two or three weeks to six weeks or more. This additional lead time has improved hotel booking management, fleet positioning, and annual leave planning across the network.
In payroll, processing is completed two days earlier each week and one full-time team member has been redeployed from timesheet reconciliation to other work. Driver experience has also improved. With direct visibility of upcoming shifts and real-time updates through the app, drivers can plan their personal commitments against a known roster rather than waiting for nightly uploads or individual calls. Better forward visibility has supported improved overtime fill rates, with drivers being more willing to commit to additional shifts when they can see their schedule ahead of time.
Taken together, these gains reflect a shift from a workforce management approach that was straining to keep pace with SCT’s growth, to one that supports it.
