ORR’s new safety report points the way to Connected DAS in UK rail

The Office of Rail and Road (ORR) has published its Annual Report of Health and Safety on Britain’s Railways. The report addresses accountability through industry transition, assurance grounded in operational reality, and leadership at the interfaces between organisations.

Overspeeding is an issue that touches each of these themes. HM Chief Inspector of Railways, Richard Hines, calls it out directly in his review:

“Overspeeding remains one of the most significant and insufficiently controlled risks on the railway. The causes are well understood, yet progress has been too slow. The challenge is not one of knowledge, but of execution and system leadership.”

He argues that our industry already understands why overspeeding happens. What has been missing, in his assessment, is follow-through in acting upon that insight.

An execution gap, not a knowledge gap

This reframing carries a practical implication. It shifts attention away from further study of why overspeeding happens. Instead, the question becomes when currently available solutions can be more widely adopted.

For operators and procurement teams, that has a bearing on how a proposed system should be assessed. The relevant test becomes less about whether a technology is new, and more about whether it is proven and ready for deployment at a greater scale.

This is the same logic behind Zelra’s position on the UK’s overspeed information gap. Speed restrictions already exist within the system. The shortfall is in how reliably that information reaches the driver, in a form they can act on, at the point when it matters.

Regulator identifies the shape of the solution

The report finds that early progress on overspeeding was held back by limited information sharing, inconsistent approaches, and an over reliance on administrative controls rather than technological solutions.

This is ORR going beyond describing the problem, to naming the category of solution the industry needs. A digital in-cab system that delivers restriction information automatically, rather than through paper and voice-based communication, is a direct response to that gap.

The report frames the shortfall as systemic rather than as a series of isolated incidents. Inconsistent approaches and reliance on established communication channels point to a weakness in the method itself, not in how well it was carried out on any single occasion. That suggests changing the tool being used, not simply refining how it is applied.

Assurance now means proof, not paperwork

One of the report’s identified themes for the year ahead is assurance grounded in operational reality. ORR states that:

“Too often, assurance demonstrates that arrangements exist on paper but provides limited evidence that they are being delivered effectively in practice.”

This raises the evidential bar in a way that favours proven, in-service systems over conceptual ones.

Zelra’s DAS runs today across live UK passenger rail, with additional passenger and freight deployments in France and New Zealand. In France, where Zelra’s contract with SNCF was recently extended for a further five years, our DAS algorithms are embedded within SNCF’s Sirius Next platform on the network’s driver tablets, supporting around 10,000 drivers nationwide.

GWR provides a further reference point on the UK network. Active C-DAS is running in revenue service on selected fleets, with real-time timetable updates and junction scheduling already proven in day-to-day operations. This demonstrates connected systems working as intended on a live network.

The interface risk regulators want addressed

The report identifies organisational interfaces, particularly between operators and infrastructure managers, as the source of some of the most significant risks on the railway. It states that these risks require active leadership, not coordination alone.

C-DAS gives that interface a reliable, standards-based data channel. A restriction agreed between an infrastructure manager and an operator can reach the driver automatically, rather than depending on the human handover.

The report also stresses that duty holders must keep risk control effective as interfaces, responsibilities, and operating models change through industry reform, such as the Great British Railways transition. Zelra’s DAS to C-DAS pathway requires no re-platforming or driver retraining as it progresses from standalone to connected operation. This offers our industry a practical way to maintain that continuity.

Operators do not need to wait for organisational structures to settle before addressing overspeed risk. For procurement and tendering teams, a solution evaluated now should be judged on whether it still functions cleanly under the structure that emerges from reform, not only against today’s organisational chart.

A path the evidence already supports

We do not suggest that DAS or C-DAS resolves every risk the report describes. Overspeeding is one part of a much wider safety and wellbeing picture that includes trackworker safety, level crossings, and workforce welfare.

What the report does confirm, for overspeeding specifically, is that the regulator is asking for exactly the kind of shift toward digital, operationally proven solutions that Zelra’s DAS already represents. Operators can deploy the standalone version of DAS today and progress to C-DAS as their integration capability comes online, without disruption to established workflows.
